World of Warcraft Item Upgrade

The upgrade to the item was first introduced in Generation II. This item upgrade allows Porygon2 to evolve when traded while held.

However the item will not retain its ilvl level, so rerolling is only useful when an item has rare affixes.

Rerolling an item resets the base power, as well as all upgrades, and then rerolls all substats on top of that.
